Perforce VCS root SSL handshake issues

We are moving or P4 to SSL and of course had to update the P4 client on my agents to a version that had trust support which is fine, however setting up or updating a VCS root fails with:

ssl handshake: error:1409442E:SSL routines:SSL3_READ_BYTES:tlsv1 alert protocol version: unknown network error 0" - while running "p4

I just updated to the latest TeamCity (2022.04.1), updated Java to 11, now have Perforce Helix Core as a VCS option which is great, but it still does not work.

What else can I try? This is a massive blocker for us.

I have referenced this post already https://teamcity-support.jetbrains.com/hc/en-us/community/posts/360003489119-Perforce-Repository-URL-with-ssl?input_string=Perforce%20and%20SSL

Hello,

In case of Perforce, P4 client should be updated on both TeamCity server and agents.

If it does not help, please find the entire error in the teamcity-vcs.log and post it here.
