VB6 build fails when agent runs as a service

 I have a VB6 build that fails when I run the build agent as a service.  The build step uses a command line runner. If I run the agent locally using the "agent start" command or run the build locally from the command prompt, the build completes. I have other VB6 build steps that complete when running as a service.  I'm using TeamCity Professional Version 2021.2.1.
