Can you please describe your specific use case so I can better understand why the agent needs to reboot? Also, what version of TeamCity are you using?
I should add that it is possible after TeamCity 2020.2, to detach an agent from a build. By detaching the agent from the build, you would be able to reboot the agent as part of your build. However, it is not possible to resume the same build after the agent reboots. If additional build steps are needed after the reboot, you would need to start a second build configuration on the same build agent.
