Composite build configuration artifact transfer problem

Hello, we have a problem.
We have regular builds, let's say build 1 and build 2 and we want to put the artifacts of these builds into a composite build 3. 
And this scheme works, but it happens that the artifacts of build 1 or build 2 simply do not fall into the composite build 3.
At the same time, build 1 and build 2 have the status of successful and in the "Overview" section I see the necessary artifacts, but when I go to the "Artifacts" section, these artifacts are not transferred there.
The problem is floating, reproduces in 1 out of 10 cases. In all other cases, artifacts are transferred without problems.
From the patterns, I noticed that those artifacts that were launched first fall into the composite build, and subsequent artifacts that were launched later do not fall into the composite build.
