Meta-Runner step UI customization

Is it possible to customize the UI for a Meta-Runner step similar to plugins using JSP pages?
Specifically, I want to create sections in the formTable for the Meta-Runner parameters.
Would creating a plugin for the Meta-Runner be a workaround?
