We get the warning below on our build server, but what does that mean ? As far as I know we don't have any unlicensed users.

Hi Peter,
I would recommend checking the Committers Report under the Administration >> Subscription & Resources screen, as this will show a full list of committers who are currently consuming the available slots.
It could be you have some users who show up as "unknown" committers or users who have multiple different VCS usernames, and in this case each username may be counted as a separate committer. To ensure each user is only counted once, please ensure every user has an account in TeamCity and they've defined all of their VCS usernames, as per the documentation. This should then free up some slots if any of your users are being counted multiple times as a committer.
