Restore from backup page - not appearing

Hello all,

I am trying to restore the TeamCity server from the backup file (tar.gz)

MySQL database is used for setting the database. 

Once i unzip the backup file and start the teamcity server, the URL with <localhost> should redirect to restore from backup.

But it stays at "login page".

I am new to this. Can anyone suggest a way to resolve this?
