Read Time Out during upgrade of BuildAgent on Windows Server

Hi all - 

We are trying to configure a second machine to run builds, and we are running into issues with the BulidAgent upgrading itself right away after install.   After installation, the agent connects and so I authorize it.  Then, immediately it goes to:

Agent has unregistered (will upgrade)

And hangs there for hours.  When I check the log - I see the following errors (and several variations):

INFO | jvm 1 | 2021/06/19 16:09:34 | [2021-06-19 16:09:34,176] WARN - jetbrains.buildServer.AGENT - Error downloading file "D:\BuildAgent\update\plugins\Octopus.TeamCity.zip". Will try to re-download the file. Error: Failed to download file http://<server name:port>/update/plugins/Octopus.TeamCity.zip to D:\BuildAgent\update\plugins\Octopus.TeamCity.zip. Read timed out

I've verified that the URL is readable from the Agent machine using chrome.  Why would it keep timing out?

Any suggestions on how to address it would be appreciated.
