Changes Not Detected by Git VCS

I'm seeing strange behavior in one of my projects is not detected by Git VCS and never queued for a build. This behavior only affects one of my projects. It is super strange as far as I can tell it is configured identically to all my other projects that are detecting changes and building perfectly fine.  Can anyone point me to the appropraite log file(s) that might shed some light on this issue?  I'm at a total loss at this point.
