Cleanup job hangs indefinitely
We're running TeamCity Enterprise 2019.2.2 (build 71923). I'm attempting to run the TeamCity built-in cleanup facility. I've also chosen the debug-cleanup active logging preset. In teamcity-cleanup.log, I see messages like "Collecting builds", "Applying policy" and some others. Finally, at the end of the log, I'll see:
[2020-06-17 16:43:22,239] INFO - jetbrains.buildServer.CLEANUP - Collected builds for [n] build configurations
[2020-06-17 16:43:22,267] DEBUG - jetbrains.buildServer.CLEANUP - Exclude referenced builds for cleanup level EVERYTHING
The TeamCity UI displays the cleanup status as "Computing builds to be cleaned". This status continues indefinitely until I cancel the cleanup, no other entries are added to teamcity-cleanup.log, and it appears that nothing is actually cleaned up.

Could you please let me know for how long precisely you waited for the status to change?
The first thing you can try is to upgrade to the latest bugfix release for your version (2019.2.4) and check if the problem is gone.
If it does not help, please submit us a new ticket via the Submit a request button at the top of the page. Attach the logs with debug-cleanup enabled, please make sure that logs capture the entire timeframe when from the start of the cleanup process, till its end/termination.
