Restore from backup - Backup not a valid backup archive

I have a TeamCity Server that I would like to clone the configuration of and place onto another TeamCity Server.
They both run the same version of TeamCity Server.  They are both on the same Operating system.

I have created a backup of the first server. The Scope of the backup is:

• Database
• Server Settings, Projects and builds configurations, plugins
• Supplementary Data (settings history, triggers states, plugins data, etc.)

 When I try to restore from the backup zip, i get one of two errors.

1) Archive is not a ZIP Archive
2) /root/.BuildServer/backup is not a valid backup archive

I have taken multiple backups and I've done this multiple different ways.  It never seems to take.  I am attaching screenshots of the errors I'm seeing as well.  Please help me understand what I might be missing.
