Cloud Profile for AWS Custom Image Spot instance fleet config problem with userdata

Just reaching out to see if anyone can point me in the right direction. I have configure a new Spot fleet via the config.json export from the AWS console that contains userdata for running scripts on the EC2 instances, When I run the deployment from Teamcity server the userdata script do not run, but when I run the same config.json from the aws cli the scripts run fine, has anyone encounter this issue
