Users unable to start builds from the 2019.1 Experiment UI

We allow all users to stop/start builds with our setup.
After upgrading to 2019.1 the users noticed they do not have the permission to start a build from the experimental UI; however, when the users switch back to the classic UI they have the permission to start a build.
If the user's role is upgraded to Project Admin then the user has access to the "Run" button in the experimental UI.
Is this a known issue with the new UI?

Hi Kirk,
seems you hit https://youtrack.jetbrains.com/issue/TW-60556 bug. Please, upgrade to 2019.1.1 version where this problem is already fixed.
