Azure Resource Manager Cloud Support - ordering agents?

We use the cloud plugin to start/stop 10 Azure VMs, however we wish to prioritise which agents come up before others, meaning one agent will only come up if all the other are busy. Is there any way to achieve this?

This way a project can specify the agent and there's a god chance that agent is free as the other agents will be used for all other projects first.
