Unable to connect to Visual Studio Online

It has been successful in the past, but now within 'Edit Build Configuration' in TC and then clicking on the 'Test' connection button it no longer connects. We get the following error:

Test connection failed in (Project name)

List remote refs failed: org.eclipse.jgit.errors.TransportException: (Url to repo in VSO): not authorized

I have checked the credentials through a browser on the TC server we have setup and they work fine. I also setup a new MS account and user, added it to VSO and can also log in fine. But TC doesn't allow this user either. The passwords are 8 characters and include lower, upper case and symbols and numbers, so it isn't the basic authentication password policy having an issue.

We are using TC version: 2018.1.3 (build 58658)

This is the case now for all our projects setup in Team City. We really need a solution to this.
