Projects UI broken (missing links etc.)

Hello,

We have upgraded to 2018.1.2 on Monday and have been experiencing this erroneous Project UI since then. I have upgraded to 2018.1.3 this morning, but the issue still persists.

Signs:

- Missing UI components e.g. build/branch/version info

- Missing artifact links

- Errors in browser console indicate broken data bindings of sorts.

However, this info is available when opening and viewing the specific build's details.

There were no errors in the upgrade log or server log.

Using an external MySQL db.
No external plugins used.
