Weird behaviour of "Last communication date" on Agent summary screen

I'm watching the agent summary screen, and can see the "Last communication date" bounces from being the current time, to approximately 4 minutes earlier, before returning to the correct time a few seconds later.

Is this the agent system time, or the server time? What might cause the time to jump back and forth?
