First of all for this you have to specify that from which server you want to send notifications and then you able to send notifications.
And one more thing is Jabber Notifier plugin is uses for customize XMPP(Extensible Messaging and Presence Protocol) means from that you can customize your notifications.
Note: In place of Jabber you can specify your Google Talk account there if this option is configured by the Super user.
