Downgrading License

Greetings!

My team will inherit a TeamCity instance that is currently licensed under the Enterprise license. Our needs are far smaller than the previous owners. In fact they fit nicely under the Professional license so we do not plan on using their license. The documentation explains what happens if we remove the license key, but the proposed solution is to obtain another license. I'd like to know if the following scenario will work:

1. Remove license key
2. All builds stop
3. Delete build configurations until we have <100 and agents until we have <3
4. Builds resume?
