How exactly TeamCity creates artifacts available via 'Download all' link?

Sometimes I need to download all build results using this link:
Could anyone explain to me - how an where I can change settings used to create this .zip? Compression rate or custom zip program, for example?

We use the apache commons library to compress things, it's not an application per se but rather done in code. Currently there aren't available customization options. If you would like to see some, please open a feature request in our tracker: https://youtrack.jetbrains.com/issues/TW
