TeamCity 2017.2.3 Build Queue Gets Stuck Every Few Days Showing Only 1 Item in Queue

We have noticed that our TeamCity server (2017.2.3) starts to get slow and unresponsive every couple of days.

We end up having to restart it to resolve this.

When it is in this state:

* Dialogs take ages to load and the build queue is perpetually stuck showing one item on it.

* When trying to navigate to the build queue to see what is in it the page takes ages to load and eventually times out.

* No jobs run when trying to build something when in this state.

Having a look under diagnostics CPU and memory usage are not abnormal.

There are no errors showing up in the logs.
