Upgraded to v2018_1 and my versioned settings are not working

I cannot commit tc settings to my VCS I get error 
Error while committing settings change 'TeamCity change in '<Root project>' project: Synchronization with own VCS root is enabled': commit canceled, reason: Failed to save file _Root/pluginData\plugin-settings.xml: Stream closed

And I cannot load my settings from VCS I get this error:
Cannot find previous revision of projects: [XXXX], skip updating settings to revision 5c3ab89e8735cebb94547cf5238e5c6e98ddac39. Please commit current projects settings into VCS first.

Please help!!!!!
