Missing action "extract template..."

After copying a build configuration, the Actions menu no longer contains the item “Extract template…”, although it contains all the other items that are found in the Actions menu of the original configuration. If it were possible to keep the menu open, I'd post a screenshot. It won't be easy to manually create a template from the configuration. so I need to somehow make this menu option available. Thanks for any suggestions.
