How Do I Fix The Date Time Format?

Currently i see this format all over the place in TeamCity...

 

...  this is completely alien to me.  I want to to show the date/time in a regular US format like:

 

  Feb 12 2016 3:59p

 

Is there a setting somewhere that allows me to fix this?
