Disabling Email Notification

Is there a way to disable email notifications for an entire install? I'm testing out the beta and want to have the full system going, but I don't want users to get duplicate or spurious email notifications. I didn't see anything in the email-config.dtd that seemed to allow for disabling notifications as a whole. I set the SMTP Host to "baddomain" as an attempt.

As a temporary solution you can comment out content of the <templates/> tag
in the email-config.xml file. No server restart is required, the change
should be loaded automatically.
