When/what does TeamCity check out of SVN when I manually start a build?

When I manually run a build from the GUI, the GUI displays that TeamCity is checking code out of SVN, but it doesn't pick up the most recent code I have committed. Stopping and restarting the build doesn't change anything. I usually have to wait for the build to finish before TeamCity detects that there are more changes to build.

Does TeamCity build one SVN repository version per build?

Nat,

Actually, TeamCity checks out the latest sources on each build. There is no difference whether the build was triggered manually of by one of the configured build triggers.

The delay you experience can be caused by unsynchronized clocks.
Please check that the time between your TeamCity server and SVN repository server is synchronized.
