Could you please explain what does this mean and how to handle it?

What OS do you use? Sometimes we see such error on our agents installed on Windows XP, however we do not know of any workarounds. It seems like some socket buffers are overflowed and after that only system restart helps. We are sure that there are no socket leaks or other problems with leaked resources in our code, however frequent network communications with TeamCity server can somehow cause such problem.

BTW similar problems seems to occur in other network software: http://wiki.noreply.org/noreply/TheOnionRouter/WindowsBufferProblems

Yes, we have it on our XP agents, too.
Thanks for the link.
