using tags and labels

In documentation, it is written that creating a label is only after build completed successfull.

I want to have it all the way around.
I am using SVN. After putting the TAG I want to make the check out only the tagged files.

If I do checkout without the tags someone by accident do checkin to a file without taking part of the build, and I document as if the file was in in the build.

This is a major problem. Without taking care of this issue, I can't use this tool for QA testing and for sending out of company. There are many tools (like cruise control - which is free) that does what I need.
