Why are Label Rules in VCS Root?

Why are the Label Rules in the VCS Root rather than in the build configuration?  I am trying to setup the VCS Root to be completely generic, but I can't do that because many of the build configurations have slightly different labeling rules.  Is there anyway to define the Label Rules within a build configuration?
