Restrict users who can start a build

Is it possible to restrict the users who can start one particular build in a project to a certain number of specified users?

If not, are there any ideas to deter users from running a particular build without manually checking with someone that it is okay to do this? The main problem seems to be personal builds where all the builds in a project are ticked to run, when all except this one particular build should be run. Maybe something like entering a password in order for the build to be started... is it possible to prompt for a TeamCity property to be prompted when pressing the "Run" button or via a personal build?
