Check if Teamcity Project fails, and Teamcity Widgets?

Hi, I was wondering if there was a way to trigger a build configuration if any of the configuration in the project fails, i.e. it'll run script that would lock the repository so that the breakage will be address immediately.  If the changes broke the build (it would be even better if the build was broken for next 3 changelists) then it'll lock.  I was wondering if there's an widget where the status of the project can give a little warning when someone submits while the build is broken or if there was a way to query the status of the project.  We've used the Windows Tray Notifier a lot to check the status of the build, and reminded the team to not submit if it's has the red exclamation mark i.e. one of the build configurations is broken.  If there was a way to query this status from commandline or simple return value, it would be exactly what we'll need to get started.

Any thoughts or ways to do this?
