Why can't filter by build configuration and my changes

Why is it impossible to create notification rule when the build fails, ignoring failures not caused by my changes and filtering build configurations?

When I select "Builds from the selected build configurations", checkbox "Ignore failures not caused by my changes" becomes disabled. This seems be a designed feature, not a bug. But why is it so? What if want to filter by both criteria?
