Incremental inspection build

Hi,

I am interested in incremental inspection build, which would fail if a change adds new violations. Our full inspections build runs 3 1/2 to 4 hours, which makes this goal impossible.

As stated in http://youtrack.jetbrains.com/issue/TW-3144 some inspections scan entire source tree, but in incremental mode global checks can be ignored.

I would like to ask for reconsideration of this issue. In our development environment every developer set's up their own inspections. However we would like to set a small subset of inspections, which must be satisfied for every change. Quick incremental inspection builds would allow enforcement of compliance.
