send an email to scrum members of the VCS commiter

I'm looking for away to send notification to a group that the VCS change / code commiter

When build fails i want to send an mail to all the scrum members that the commiter belongs

Is there a way to change this logic?

Can one run different script that will handle this (perl,python)
