Reasons for configuration parameters not being displayed in the custom run dialog box ?

What possibly could be the reasons for the configuration parameters not being displayed even though they are set to be prompted in the configuration step.
I have permissions to 'View build runtime parameters and data'.
I am expecting the properties tab to appear when the build is running so that i can select the configuration parameters are runtime.
