error MSB4025: The project file could not be loaded. Data at the root level is invalid. Line 1, position 1

Hi all,

  Received the following error when building one of our libraries:

• error MSB4025: The project file could not be loaded. Data at the root level is invalid. Line 1, position 1

  I've googled what it means in google. It says to either fix the xmlload statement, or I have to register the service oleaut32.dll.
  Neither of these method worked :(

  So, for TeamCity, what does this error message really mean, and what is the solution?
