You can possibly do all that you need using Notification Rules, there is a group 'All Users' that allows you to define rules for all users, you can add a rule to not send emails for a project or build configuration. Where I work we have a project called 'experimental' and we don't send emails for any build in this project. If you need to send emails to some people you could create a group and add them to it, then setup notification rules for that group.
