Notifications about build problems muted

Hello,

I would like to get notifications about build problems being muted (as when you click the "Mark Successful" option in the build actions menu).  It isn't an option you can subscribe to in the notifications settings page, but the custom notifier interface has methods for it.  How can I get these messages?
