The target "Package" does not exist in the project.

It has been about 10 days since our last build has kicked off, all of a sudden we have gotten this error on all builds.

C:\programs\TeamCity\buildAgent\work\<pathtocsprojfile>.teamcity  error MSB4057: The target "Package" does not exist in the project.

In the ten days there were some changes made to the server:
.NET 4.5.1 installed
IE 11 installed
Windows updates installed


My research on this references a "web" folder, but that does exist on the server.  Looking for ideas on how to fix this as it is impacting all builds on the server.

This is caused by the installation of .NET 4.5.1.  Breaks MS Build, JetBrains have any remedy for this?

Right now I'm uninstalling 4.5.1 and ging back to 4.
