JetBrains.BuildServer.MsBuild.Bootstrap.exe 9.0.9 & 9.0.14 hangs for 30 seconds on TeamCity 9.0

Hi,

We have recently moved from TeamCity 8 to TeamCIty 9 server (fresh install of the entier environment) in a closed environement.

On the TeamCity 9 agents we are encontaring a strange behavior, when starting an Msi build (any) we have 30 seconds of overhead where the JetBrains.BuildServer.MsBuild.Bootstrap.exe (version is 9.0.9) just hangs, after checking I've dicovered that it tries to connect to the internet, so I assume that the 30 seconds are the time untill it gets timeout and continue to work.
Iv'e run the EXE manualy from the cmd and got the same behavior.

I have taken the old dntnetPlugin folder (files version 8.0.9.0 there) from the TeamCity 8 server, place it instead of the current plugin and everything works smoothly again (checked with the same config files, just *.dll and *.exe files different)

Iv'e also tried this with version 9.0.14 of the files and got the same delay,


Any ideas what can be the problem and how to solve it?
I don't want to revert back to the old plugin version...

The path to the file is
BUildAgent\plugins\dotnetplug\bin\JetBrains.BuildServer.MsBuild.Bootstrap.exe

Found it!

The reason is that the old *.exe was not signed and the new ones are, the correct solution is when working in a close environment to add

<configuration>
    <runtime>
        <generatePublisherEvidence enabled="false"/>
    </runtime>
</configuration>
