Restore packages without sln file

hello!

NuGet Installer needs to set value Path To Solution File*: by my sln file.

but this step has Update Mode: - one value is update via package.config file.

i want use update mode via config file, but  Path To Solution File is required attribute.

how can i upgrade packages without solution file via package.config ?
