Use "Risk test ordering" with command line runner

I am using a command line runner which publishes test results via Teamcity Service Messages.

How can this runner take advantage of the risk test ordering feature described in http://www.jetbrains.net/confluence/display/TCD4/Risk+Tests+Reordering+in+Custom+Test+Runner ?
Can I just set the needed properties as environment or system setting?
