Make Build Runner Plugin Available to a Specific Project/Agent Only

Hi all,

Does anyone have any idea how to make a build runner plugin specific to a project or agent, so that it is invisible and therefore unusable in other projects?

Related to this would be whether there is a way to distribute any kind of content or upgrade to a specific agent without affecting the others.
