How do I determine if a build has failed because it's in a chain of failures?

I am the author of the tcWebHooks plugin.

How can I tell that the current build failure is the first in the build steps to fail, or whether it's failing due to upstream failures.

I have a user who has requested not sending a webhook request if this failure is due to previous failure in the chain.
