How to access files on Source Control from TeamCity server plugin

Hello,

I would like to access a file on Team Foundation Server souce control from my TeamCity server plugin. When a user updates a certain file, I would like my plugin to obtain it, save it on the TeamCity server locally and then use it within my plugin. Is this possible through VCS related objects?
