Hi Gregor,

Are you able to checkout sources on TeamCity server machine using svn client? What result is returned if you click on "Test connection" button on VCS root page?

Hi Gregor,

Sorry for delay in replying.

The most probably cause of the issue is stated in the error message: "connection refused by the server".
This means that the SVN server is refusing connections. Most probably the server or a proxy in from of it is configured to refuse connections based on some condition like number of connections from a host per minute, etc. Also please double check that URL to SVN server is correct.

If the reason is still not clear, then please provide us with more details. What TeamCity version is used? Please attach screenshot of the VCS root settings and teamcity-server.log and teamcity-vcs.log files.

You can upload them to external resource and provide us with link or you can submit a ticket with logs attached using the link on the top.
