Triggering agent by timer and for every commit?

Hello,
It is posible to setup agent to Commit trigger and for timer trigger?

For example, if i'm commit something, server will not build it, but queue it up.
Commit 1 -> Delayed build until timer trigger for commit 1
Commit 2 -> Delayed build until timer trigger for commit 2 (after build for commit 1)

Then aggent time is up, then it firshtly build with changes only in Commit 1, and then checkout for Commit 2 changes and run build again.

1) In the next eap you'll be able to configure time trigger to add build to
queue if it contains changes only.
2) At the moment TeamCity does not support possibility to run new build for
each change, each next build will contain all changes since the previous
one. I submitted feature request related to the issue
(http://www.jetbrains.net/jira/browse/TW-717)
