Incorrectly Re-queued Builds

I'm seeing some builds that are in the Queue because of "FailedBuildTrigger", yet they have successful builds. In the one example I looked at in more detail, the previous 5 builds were all successful.

One note, some of these builds had failed tests, but I have indicated that I don't want builds to fail for failed tests and my ant task does not cause a failure for a failed test.
