Subversion commits and updates are not recnognized in time

TeamCity builds will actually trigger on commits (sometimes) but still will build against an older version of the source code.
I've read the thread here http://intellij.net/forums/thread.jspa?messageID=5209483
but the server time and teamcity are on the same machine.
the commits were made from a machine with the correct time and timezone.

any idea what to do will be helpful.
sometime after an hour it will recognize the changes

Hello Roy,

What checkout mode are you using? Checkout on server or agent?
In any way please ensure the times on your TeamCity machine and the Subversion
machine are synchronized.
The symptoms you described are most likely caused by a time difference.
