Responsibility for failures

I have a couple of questions about Taking Responsibility for failures.

1 .Is it possible to configure Team City so that it allows you take responsibility for an individual test failure rather than all of the test failures for a particular build?
2. Is it possible to add some-one else’s name as responsible for fixing the issue rather than only taking responsibility yourself?

The latter would be a great feature for managers that have to assign failures.
